Howard is a recognized expert in optical transmission and telecommunications networks and an experienced manager of research and development teams. Before becoming a partner in Pioneer Consulting, he was a Distinguished Member of Technical Staff for Forward-Looking Technology Assessment at Tyco Telecommunications and Director of Services Engineering at Tyco Submarine Systems Ltd. He holds numerous U.S. and foreign patents in the field of fiber-optic communications and has authored many technical papers. Howard also owns his own consulting practice which specialises in U.S. Government contracts. He is a highly effective communicator with industry-leading technical skills which he leverages to add value for our clients.
