Dr. Lorraine Gray – Central Scotland, UK

Director of Permitting

With 20 years in marine management, Lorraine is an expert in marine planning and licensing, having written one of the world’s first marine spatial plans (Shetland Islands): a statutory instrument in the Scottish planning regime that helps developers decide on site selection. She worked for the Scottish Government as Cables Specialist, issuing licenses to survey and for installation which led to her role with Pioneer Consulting leading on UK and France permitting. Lorraine is also a specialist in commercial fishing and fish ecology impacts. She has five years EIA experience in renewables and oil & gas and is an expert in using GIS, using data within the framework of EU legislation to make decisions on site suitability: (a niche skill that has been applied to her teaching post-graduates, oil spill contingency mapping, zoning renewables and aquaculture for Scottish and English governments, as well as written guidance on zoning for the European Commission).
